HyTalk and HORIZON are worth separating

HyTalk is Hytera’s global PoC platform. Hytera describes it as an over-the-top PTT solution for LTE and Wi-Fi with voice, video, positioning and map-based dispatch. It also offers a managed HyTalk service with one monthly price through distributors and resellers.

On hytera.us, the PoC product is called HORIZON. Hytera US describes it as a platform for small and medium businesses that scales to large enterprises. HyTalk does turn up in an older US radio manual, but we did not find the service marketed there. Ask any seller whether you are buying HyTalk, HORIZON or both, and whether they run on the same platform.

What the FCC says

This section sticks to what the documents say. We are not your lawyers, and none of this is legal advice.

The FCC’s Covered List, in the version dated October 30, 2026, includes “video surveillance and telecommunications equipment produced or provided by Hytera Communications Corporation, to the extent it is used for the purpose of public safety, security of government facilities, physical security surveillance of critical infrastructure, and other national security purposes.” The entry extends to services produced or provided by Hytera or using such equipment, and the list’s entries include subsidiaries and affiliates. An FCC advisory from October 2025 names Hytera US Inc among Hytera’s reported subsidiaries and affiliates.

Two rules follow from the list:

  • Since February 6, 2023, covered equipment cannot get a new FCC equipment authorization.

  • A June 2026 FCC notice, effective July 16, 2026, prohibits importing and marketing previously authorized covered equipment. For use-based entries like Hytera’s, it applies only to the listed uses, and the part about critical infrastructure surveillance is suspended until the FCC defines that term.

The same notice says people may keep using equipment they already own, if it was legally purchased and keeps its authorization. So this is a restriction by purpose, and the list does not ban every Hytera product for every buyer.

What this means for different buyers

Your use decides how close you are to the line, and the FCC reads these terms broadly. Its guidance says public safety includes police, fire and EMS, and also professional security services whose primary mission is protecting life, health and property. Government facilities include buildings owned or leased by federal, state, local and tribal governments.

Its examples of critical infrastructure sectors include commercial facilities, critical manufacturing, food and agriculture, health care and transportation. That wording is why security, municipal and critical infrastructure buyers should get advice before signing. A warehouse or hotel team may read this differently, and that is a question for your counsel.

What Hytera US says

Hytera US disputes the idea that it sells banned products. Its site says no radio communications equipment it sells is banned by the FCC or the federal government, and that buyers have no legal exposure. That page was last updated in August 2025, before the June 2026 notice.

In the 2026 FCC proceeding, Hytera-US and its parent argued that their land mobile and digital mobile radio equipment is not covered, and Hytera-US asked the FCC to lift a hold on its equipment authorization applications. The FCC rejected those arguments as unresponsive to that notice. We found no FCC document ruling on a specific HORIZON radio, so we make no claim about any one model.

As of this check, Hytera US still markets HORIZON and its PoC radios in the US. Before you buy, ask the seller for the FCC ID of each model and a written statement covering your intended use, then have your counsel read it.

Who does the setup and the admin

Hytera says its radios work out of the box, with no infrastructure or frequency license needed. For large customers, it offers a web-based operations console for control of the system and devices. Who does the day-to-day work depends on your dealer, so ask.

Managed Zello makes that answer simple. Integrated Radio does channel design and setup, user provisioning and naming standards, roles and permissions, moves, adds and changes, and ongoing administration. Devices arrive charged, labeled and signed in to Zello with your channels. See what Managed Zello includes.

MDM

Hytera’s global site describes Smart MDM for programming, software upgrades, permissions, app push, remote lock and data erasure on its PoC radios. Its US radios also support dispatcher stun and revive for lost units. Ask a US seller whether Smart MDM is offered with HORIZON.

Every Managed Zello plan includes enterprise MDM, run by us. That covers enrollment and policies, app controls and Wi-Fi configuration, the push-to-talk key mapped per device, and remote lock, wipe and locate.

Coverage and carrier choice

HORIZON uses LTE and Wi-Fi, and Hytera lists an optional multi-carrier SIM that supports three carriers and switches when a signal drops. One US dealer sells it as a tri-SIM on AT&T, T-Mobile and Verizon.

Managed Zello includes a multi-carrier SIM and data plan on every plan. FCC data shows 99.6% of Americans live where at least one mobile network offers 4G LTE, but your sites decide the result. Every quote starts with a free coverage check, and this guide explains what to look for.

Devices

Hytera’s US lineup has some solid hardware. The PNC360S is a compact handheld, the PNC380S adds a keypad and camera, the PNC560 is an Android device with a barcode scanner, and the MNC360 is a vehicle radio.

HORIZON centers on Hytera’s own devices. Managed Zello runs on iOS, Android, PC and Mac, and our store carries Inrico, Telox, Sonim and Samsung devices, with radios from $199. You can also enroll compatible devices you already own.

Dispatch and existing radios

HORIZON Dispatch runs in Chrome, with group and individual calling, GPS tracking, geofencing and call logs. Hytera Bridge is an RoIP gateway that connects its PoC radios to analog, DMR and third-party radios.

Zello Dispatch Hub is a desktop app at $19.95 per dispatcher per month, with a shared call queue and analytics on both plans. For existing radios, Zello Work uses a radio gateway that we scope per site and quote separately.

Pricing

Hytera does not publish HORIZON prices on the US pages we read. One US dealer sells HORIZON subscriptions on 2-year and 3-year terms, and other dealers may differ. Managed Zello publishes its prices, with no minimum and no lock-in.

When Hytera HyTalk might fit better

  • You already run Hytera DMR radios and want Hytera Bridge to extend them over LTE, and your use falls outside the FCC’s listed purposes.

  • Your warehouse wants one Android device with a built-in barcode scanner and PTT, like the PNC560.

  • You need a Hytera vehicle radio in a fleet that already standardizes on the brand.

  • You operate outside the US, where the FCC rules above do not govern your purchase.

Our recommendation

We recommend Managed Zello for US business teams. Choose Core at $24.95 per user per month for live voice, channels, location and the Management Console. Choose Plus at $34.95 for AI Digests, Transcription, Message Vault, breadcrumb history and Emergency Alerts with location, which are not a substitute for 911 or code-required life-safety systems.

Zello is not a replacement for a public-safety primary radio system either, so agencies should read our public safety PTT roundup. For everyone else, request a quote and we will start with a free coverage check.

FAQ

Is Hytera banned in the US?

The FCC Covered List includes Hytera equipment and services to the extent they are used for public safety, security of government facilities, physical security surveillance of critical infrastructure and other national security purposes. It is a use-based restriction, and Hytera US says the radios it sells are not banned, so check your intended use with counsel.

Can I still use Hytera radios I already own?

The FCC’s June 2026 notice says the import and marketing prohibition does not affect continued use of equipment people already have, if it was legally purchased and keeps its authorization.

Is HyTalk available in the US?

Hytera’s US site markets its PoC service as HORIZON. We did not find HyTalk marketed there as a service, so ask a Hytera seller which platform you would receive.

How much does Hytera HORIZON cost?

Hytera does not publish prices on the US pages we checked. Dealers set quotes, and one US dealer lists 2-year and 3-year subscription terms.

Is Managed Zello a good alternative to Hytera PoC radios?

We think so for most US business teams. You get a choice of radios and phones, with MDM, a multi-carrier SIM and data plan, and administration by Integrated Radio.
